This appears to be the final version.  Notice how the EPROM label says DEICO on it?  DEICO stands for Deico Electronics,  they were a CA based PCB manufacturer mainly known for the production of XT/286 Motherboards, VGA Video cards, other PC cards etc.  DEICO must have had a deal with Sega to produce their proto boards.  Several prototypes from various companies have been seen with DEICO labels.
