Diagnostic Cart Version 2.3

This is the last version of the Atari 5200 Diagnostic cart that was released.  The only noticeable difference between 2.3 and 2.0 is the absence of the splash screen and some rewording on the title screen.  It is assumed that Atari made some updates to the tests as well.
